Europe’s gambling market faces a wave of regulatory changes

Europe’s gambling markets are undergoing regulatory changes as countries revise licensing frameworks, adjust taxes and introduce new compliance requirements. With no single EU-wide gambling licence, operators must navigate different national rules.

Introducing a new licensing Framework and Restrictions

Austria has proposed amendments to its gambling and telecommunications legislation, while Finland is preparing to open selected online gambling products to competition from July 2027. Ireland is implementing its Gambling Regulation Act 2024, introducing a new licensing framework and restrictions on credit card use for gambling.

Tax changes are also affecting the sector. The UK increased Remote Gaming Duty from 21 per cent to 40 per cent in April 2026, while Malta revised its gaming tax and VAT rules and Latvia increased taxes on interactive gambling and betting activities.

At EU level, new anti-money laundering requirements and changes to the AI regulatory framework will add further compliance considerations. Regulators are also addressing technical standards, consumer protection and the classification of prediction markets.

“A licence is only one part of entering a regulated market. Each country also has its own technical requirements, and operators and suppliers benefit from planning their testing and certification early, so that products are ready when a market opens.”

The changes underline the importance of understanding country-specific licensing, taxation, technical standards and consumer protection requirements when entering or operating in European gambling markets.
