As Brazil’s iGaming framework continues to evolve, the Ministry of Finance (MFA) — through the Secretaria de Prêmios e Apostas (SPA/MF) under Ordinance SPA/MF No. 722/2024, Article 6, §4 — has issued updated guidance on the annual technical recertification of fixed-odds betting systems.

To help you stay informed, here are some quick answers to the most common questions:

Why is annual recertification required?

To ensure technological compliance, operational security, and system integrity — the core foundations of a reliable and transparent regulated market in Brazil.

What needs to be recertified?

All Account Management Platforms (PAM), Sportsbooks, Remote Gaming Servers (RGS), and Aggregators, including each operator and their associated brands.

What are the minimum checks required?

At minimum, the assessment must include the extraction of critical files directly from the live server to confirm that previously certified components remain unchanged.

Do I need to recertify if I’ve made changes?

Yes. Any critical change — such as updates to authentication, access control, APIs, cryptographic security, bet settlement, or audit trails — requires a new certification.

What is the validity and recertification timeline?

Certificates remain valid from the date of the last issuance. Recertification tests can be performed up to 90 days in advance to prevent any gap in documentation.

Colombia:

Coljuegos published the Draft Resolution “By which the granting of bonuses in games of chance of the novel modality operated via the internet is regulated”, which proposes to establish limits on the bonuses granted to players by operators holding a valid concession contract. The draft resolution is available for public comments on the Coljuegos website from today until November 4, 2025.

Peru:

Peru’s iGaming sector is still at an early stage of development. The Ministry of Foreign Trade and Tourism (MINCETUR) recently confirmed that licensed operators have now completed their transitional phase — a key requirement under Law No. 31557 and Supreme Decree 005-2023-MINCETUR. During this period, operators were obliged to obtain official authorisation, secure platform certification, and meet the technical, tax, and responsible-gaming obligations set by the new law. With this transition complete, Peru’s market is now entering full regulatory operation, positioning itself as one of Latin America’s newest fully licensed jurisdictions.

Argentia – City of Buenos Aires:

The iGaming sector regulated by the Lotería de la Ciudad de Buenos Aires (LOTBA) represents one of the most dynamic and well-structured markets in Latin America. Since the official launch of online gaming in Buenos Aires, LOTBA has established a robust regulatory and technical framework that prioritizes player protection, transparency, and responsible gaming. Licensed operators are required to undergo strict technical certification and ongoing compliance reviews to ensure system integrity, fair play, and secure financial operations. This approach has positioned LOTBA as a benchmark for regulated gaming environments in the region, fostering both innovation and trust among operators and players alike.

Panama:

In a significant development for the Junta de Control de Juegos-regulated market in Panama, a proposed legislative bill has been introduced in the National Assembly of Panama aiming to restrict gambling advertising, protect minors, and introduce mandatory treatment frameworks for gambling addiction. Operators and service providers should monitor this closely, as the changes may impact marketing practices, customer-acquisition channels, and player-protection obligations once the bill advances.
